Tech Prep was first funded in the early 1980s. As our
economy shifted from industrial to technology-driven, there was a need for
changes in the way things were being done. Students were also ill-prepared
for employment after graduation. Specific skills and abilities were
identified and students acquired these valuable skills, Unfortunately strong
academics were not included in these courses.
For the first time, secondary and post-secondary
educators sat down together to discuss the changes that needed to be made.
In 1993, the U.S. Department of Labor published a
report identifying a third set of abilities that were not being taught in
school at that time. These "employability skills" included critical
thinking skills, using information and technology effectively, working in
teams and interdisciplinary problem solving. Tech Prep created courses
that helped meet this need.
In 1998, with the reauthorization of the Perkins Act
there was a greater emphasis on academics and preparation for high-skills
jobs. There was also a more demanding accountability system put into
place.
The Perkins Act was reauthorized with additional
accountability including cooperation between high schools and post-secondary
institutions. Pinal County is stepping up to the challenge through
collaboration with Central Arizona College and the high schools within the
county.
